This policy provides a clear and fair process for requesting and processing transfers within the command. It ensures that transfer requests are handled transparently, efficiently, and in alignment with the command’s needs and guidelines, while considering the best interests of all parties involved.
Upon completion of a member’s initial qualification pipeline, J7 will conduct an exit interview with the graduate, included in the answers will be squadron(s) and flight billet options by preference for placement by J1. J1 will evaluate open billets by preference and alert the most preferred, open option’s CoC of the incoming member for placement. Barring any holds, J1 will complete the transfer of a trooper to their first assignment.
The Joint Staff reserves the right to add additional openings to a directorate (TDY) of the occupation the member is qualified for, as an option for first assignment, based on the needs of the command.
Commanders will the authority to transfer members between billets will notify the J1 using the official vJFC discord #j1-announcements transfers thread. Squadron/Company Commanders and up will post the following, but not limited to; who is being moved and where in the organization they are being moved.

All transfers are subject to J1 review, they will notify the relevant members of the CoC related to the request of any errors/confusing details. J1 may decline to process the transfer orders if it does not comply with regulation or the billet being transferred is not open or exists.
Transfers within a flight/platoon (Alpha and Bravo Section) Can be handled at the lowest level with the requested changes sent to J1 for processing. This only applies for non-leadership billets within a flight/platoon.
Transfers (lateral movement) up through a Flight/Platoon Commander within a squadron/company can be handled by the Squadron/Company Commander notifying J1.
Lateral movement is staying at an equivalent billet but moving into a different section or flight/platoon.
To request a transfer to a different occupation, a member must submit a Transfer PAF request, which can be found in the official vJFC discord channel: #paf-requests for visibility of the gaining and losing unit.
All Transfer PAF requests require approval of the CoC relevant to the highest level of change to the CoC for that member. Commanders or their delegates may reply in the appropriate order to the request with Approved, Denied (with reason required), or Hold (with a timeframe).
Examples:
When the occupation being requested has a certified initial qualification training pipeline, and the member does not currently hold an active additional qualification in that occupation, upon approval by the CoC the trooper will be assigned to J7 in the appropriate initial training pipeline.
In the event a transfer is between two units of squadron/company size or larger that share the same occupation, the Transfer PAF request requires the full CoC approvals up and down between all commanders relevant to the units of change.
