This regulation prescribes the enlisted, non-commissioned, and officer promotions and reductions system within the Virtual Joint Forces Command (vJFC). It provides principles of support, standards of service, policies, tasks, rules, and steps governing all work required in the field to support promotions and reductions of ranks. It provides the objectives of the vJFC's promotion system which includes filling authorized billets with the best qualified member. Additionally, the system precludes promoting the member who is not productive or not the best qualified, thus providing an equitable system for all members.
The Joint Forces Commander (JFC) and Joint Forces Deputy Commander (JFDC) will serve as the senior officials on matters concerning promotions, and will provide supervision of promotion policy formulation, procedures, goals, system, and standards.
The Chief of the Joint Staff (CJS) will be responsible for the implementation of this regulation within the Command. Furthermore, the JFDC will supervise promotion functions prescribed in this regulation and serve as the final promotion authority for all combat units and directorates.
Component Commanders will support and follow these regulations and will carry out promotions as delegated to them by the JFC as established by this regulation.
The vJFC is composed of subsidiary units that ultimately report to the JFC, the operation and management of those units will be regulated by a Chain of Command (CoC). The CoC is a lineage of Commanders that both/either supervise assigned billets and/or units. Through this lineage all billets/units must directly or indirectly report to the JFC through a continuous link.
Each unit will be led by a Commander (or other appropriate title for the same billet). Under each Commander may be assigned billets and/or subsidiary units that the Commander shall be responsible for. Individuals should contact their next in the Chain of Command with any questions, concerns, comments, or suggestions, or if an individual does not receive a reply within 48 hours (or 24 hours for emergencies) they should contact the supervising Commander (next in the Chain of Command).
All Commanders are required to publish/notify their units of the correct Chain of Command up to, at a minimum, the Component Commanders.

Promotion within the vJFC is based on service, merit, and billet assigned.

Each billet has an associated minimum rank regulation by its service that dictates the intended rank of the individual fulfilling the role. Upon assignment, or transfer an individual will be ceremonially awarded the rank by the J1 Staff.
If one of the above methods of Promotion is not published or does not apply, the next in the billet’s Chain of Command has the authorization to select the method by which the billet may be filled.
A meritorious promotion is any act of increasing an individual’s rank while remaining in the same billet. Individuals may receive 1 meritorious promotion per billet assignment per minimum rank. Any individual with a meritorious promotion will retain that promotion upon transfer to a billet with the same rank (or equivalent pay grade). Any individual with a meritorious promotion that is transferred to a billet with a lesser rank (or equivalent pay grade) will receive the same number of rank demotions as intended by the difference in the minimum rank between the billets, but based off of their current rank awarded meritoriously.
The JFC, JFDC, or CJS may, at their discretion, promote any individual meritoriously. These promotions are not constrained by normal billet requirements, but will adhere to the individual’s service’s ranks.
Unit Commanders of the Carrier Strike Group, Numbered Air Force(s), or Brigade may, at their discretion, promote any individual under their command up to:
Directors of the Joint Staff Directorates may, at their discretion, promote any individual under a primary assignment to their directorate 1 rank above their initial entry rank to the temporary assignment (TDY).
During the course of normal J1 operations, or during more thorough quarterly audits, J1 may discover that a trooper has been promoted outside SOP due to not having requirements for that rank. Should this happen, the following will take place in the following order:

For grades above O-3/W-3/E-4, J1 HQ will notify the Chief of Joint Staff for approval to demote the individual.

The organizational structure of the Virtual Joint Forces Command is at the discretion of the JFC, and may be altered, expanded upon, or disbanded by their authorization at any time.
The Joint Staff delegates authority of the management of the units/billets as assigned to the Component Commanders, not including the commander’s unit/billet itself.
Component Commanders are authorized to make any change to the units and billets under their command with the following exceptions:
