The purpose of this document is to establish which awards will be used by the Virtual Joint Forces command, basic requirements to be awarded and the approval authority for each.
The Joint Forces Commander (JFC) is the ultimate approval authority for all awards. The JFC has delegated approval authority to multiple levels of the Chain of Command to exercise command and judgement in the approval process.
In the case when the lowest level approval authority is not assigned, awards should continue to be sent up the chain of command to the next authority above for approval.
If no Director is assigned, awards will be sent to the JFDC for review and approval actions.
Any member of the vJFC can recommend an award for any other member of the vJFC. Awards will follow a “routing process” through the Chain of Command.
CPT JOE DIRT is a F18 Section lead during an operation and sees his wingman 2LT JOHN DOE shoot down two enemy aircraft and still complete his strike mission. CPT Dirt writes a recommendation for a DFC for 2LT DOE and submits it to the CVW-9 Wing Commander.
The wing commander will then review the citation and justification provided as well as the TAC View for the operation. The Wing Commander makes there recommendation and submits it to the CSG-3 CO (Component Commander)
The Component Commander at their discretion may have a 3rd party appointed as an investigating officer to collect more details and deliver findings if required. The Component Commander then makes their decision on the DFC or any changes to the award. If the changes are from a DFC to an Air Medal then the changes are made and forwarded to J1 for processing. If the change is an upgrade from a DFC to a Silver Star then the Component Commander will forward the Award to the vJFC joint staff for their ruling as well as the findings from the investigation if there was one. The vJFC makes their decision and forwards it to J1 for processing.
Awards for service to a joint staff director will follow a similar process except the Joint Staff Director has the approval authority at there level and will then forward to J1 for processing.
Campaign Awards will be processed by the J1 upon the conclusion of a campaign. The J2/J3 will help furnish a list of who participated in the Campaign. Any Campaign awards that were earned will be posted in a memorandum and annotated on the members personnel record.
J7 will notify the J1 when someone passes any training course where a medal or award is presented upon graduation for official processing.
See Table 1-1 for the Order of Precedence. In the event that a member has awards from different branches their current branch will establish the order of precedence.
Services are used to annotate a specific branch of the vJFC for ease of use instead of listing all 3 branches' award names.
Statutory: All Statutory Awards will be processed within the 1st full week of the month. This gives the J1 time to get all awards together for mass announcement and processing. If someone feels that they have been missed please notify the J1 for review.
V “Device”
Service Commendation Medals, Air Medal, Bronze Star Medal, and Distinguished Flying Cross will be awarded with “V Device” for acts of Valor during operations. This is used for single acts of valor during an operation.
When awarded the Award will read Distinguished Flying Cross with V Device.
“C” Device”
The “C” device is used to denote that the decoration was awarded in recognition of meritorious service or achievement under combat conditions. The Distinguished Flying Cross, Air Medal, Service Commendation Medal and the Service Achievement Medals are authorized the “C” device.
Services are used to annotate a specific branch of the vJFC for ease of use instead of listing all 3 branches' award names.
Gold or Silver Stars (Navy and Marine Corps Awards): Subsequent awards for Navy and Marine Awards will be awarded a Gold Star for an additional award or a Silver Star for the sixth award. Awards will include the number of stars awarded for subsequent awards.
Army, Airforce and Joint Awards will utilize Bronze or Silver Oak Leaf Clusters to represent the subsequent awards. The appropriate cluster will be included in the citation for the award.
All campaign /service/ statutory awards (Combat Readiness Medal and down) will be awarded in a memorandum style. Wing Commanders / Joint Directorate Directors will review and submit to J1 for review and processing.
The only exception to this rule will be the Humanitarian Service Medal (HSM) and Outstanding Volunteer Service Medal which will require a citation and justification to the appropriate Wing Commanders for review and approval actions.

All awards will include a justification beneath the submitted citation to further provide context for the approval authority. Awards for valor will include narrative statements to better describe the actions taken and impact on the mission, tacview/recording will be used to verify kills/actions however the narrative is best used to describe other factors that the tacview/recording may not be able to support. Examples can be coordinating assets or service as Package/Mission commander.
Citation Tips: Use the opening and ending sentences from the skeletons below.
Length and Clarity: Typically, the body of the commendation should be a brief narrative (about 90–120 words) highlighting the individual’s achievements and their direct impact.
Specific Contributions: Focus on the measurable results (e.g., increased readiness, cost savings, improved processes, mission success, etc.).
Tone and Voice: Keep the tone official, using active voice where possible (e.g., “Captain Smith led…,” “Staff Sergeant Jones developed…”).
Inclusive References: Ensure that you use the correct name and official rank/designation for the recipient and their unit.
Notes: Services refers to the name of the Branch. Ie. Army Commendation Medal.
